Foster Care Reimbursement Rate Committee

Legislative Bill 530 (LB 530), which was signed by Governor Dave Heineman on June 4, 2013, created a new Foster Care Reimbursement Rate Committee as a committee of the Nebraska Children’s Commission.
LB530 requires the committee to review and make recommendations in the following areas:

  • Foster care reimbursement rates;
  • Statewide standardized level of care assessment; and
  • Adoption assistance payments.

The committee is currently preparing for their report of recommendations due July 1, 2020. Workgroups have been created to examine the Nebraska Caregiver Responsibility (NCR) tool, to administer a foster parent survey for feedback on the NCR tool, and to research rates for base foster parent, NCR levels of care, agency, Treatment Foster Care (TFC), and adoption reimbursement payments.


The Foster Care Reimbursement Rate Committee currently meets every other month.  Meeting dates for 2019 will run from 1:00 – 3:00pm on the following dates:

  • January 7, 2019
  • March 4, 2019
  • May, 6, 2019
  • July 1, 2019
  • September 3, 2019
  • November 4, 2019
